Tl;dr: Finnish news paper Helsingin Sanomat made a map in cs:go called de_voyna that gives news in Russian about the war in Ukraine to bypass Russian censorship

Summary in English:

Valve blocks the map for russian IPs and gives no comment to Helsingin Sanomat when requested. Russian government wouldn't have been able to block the custom map without blocking basically all of steam so they conclude that Valve must have been involved in getting the map blocked.
